HOW TO APPLY FOR MANDATORY CERTIFICATION IN THE RF NATIONAL TELECOMMUNICATION CERTIFICATION FRAMEWORK


 

In accordance with the Russian Federation Government enactment dated April 13, 2005, No 214 “Adoption of Regulations of Organization and Execution of Works on Obligatory Confirmation of Compliance of Telecommunications Facilities”

An applicant should submit the following documents to the Certification Body:

    • APPLICATION for mandatory certification of the communication equipment*;
    • specifications containing technical parameters that allow to identify the communication equipment and assess its compliance with established requirements (specifications should be provided in Russian);
    • additional information may be requested if necessary;
    • in case the applicant is a seller a written manufacturer’s confirmation about production of the equipment is required.

* 1) Fill in an Application form for certification and, if required, in case of wide products nomenclature an appendix to the application (Application form and an appendix must be provided in Russian).

2) Application may be submitted by a manufacturer (seller) or by an attorney empowered to submit a certification application on behalf of the manufacturer (seller) on the ground of signed Letter of attorney (in Russian or in English).

 

Technical specifications for the equipment must contain:

    • The name of the equipment **, purpose of its usage, components of the equipment with detailed description of their functions;
    • software version (if applicable);
    • electrical (optical) characteristics;
    • radio emission characteristics (for radio electronic communication equipment);
    • conditions of usage on public communication network;
    • capacity of the switching field (for communication facilities that perform functions of switching systems);
    • schemes of connections to the public communication network with indication of interfaces and signalling protocols;
    • information about built-in cryptographic (coding) devices, receivers of global satellite navigation systems;
    • operating conditions, including climate and mechanical requirements, methods of equipment location, types of power supplies.

** You should give the exact name of product. If possible, categorize the product type, model and modification. At that you should imagine, what a products list you would like to see on the certificate.

 

Schemes of mandatory certification of products  in the RF national telecommunication certification framework:

  • Scheme No. 1 is used for certification on the ground of application from a seller. This scheme stipulates performance of the certification tests of samples subjected by the seller. The Certification Body is to carry out inspections of the certified communication equipment within the certificate validity period. Conformity certificate is issued for one year.
  • Scheme No. 2 is used for certification on the ground of application from a manufacturer. This scheme stipulates performance of the certification tests of samples subjected by the manufacturer. The Certification Body is to carry out inspections of the certified communication equipment within the certificate validity period. Conformity certificate is issued for one year.
  • Scheme No. 3 is used for certification on the ground of application from a manufacturer. This scheme stipulates performance of the certification tests of samples subjected by the manufacturer and verification of the manufacturer’s capacity to produce, within the certificate validity period, communication equipment in accordance with the established requirements. The scheme includes periodic control inspections of the certified communication equipment within the whole certificate validity period. Conformity certificate is issued for the period of three years.
  • Scheme No. 4 is used for certification of a batch of products on the ground of application from a manufacturer or a seller. The samples which are subject for testing will be selected from this batch. Conformity certificate is issued for concrete products and therefore specifies the identification attributes (serial numbers) of the certified products that belong to the batch submitted for certification. The certificate validity period is three years.
